City have already beaten Barcelona to the signing of 29-year-old Celta Vigo striker Nolito and hope to beat them to the signing of Leroy Sane from Schalke also.
Garre, the grandson of Oscar Garre, a former defender who was part of Argentina's 1986 World Cup-winning squad, had a two week training spell with City's neighbours Manchester United last year also. He turns 16 on July 11.

Velez Sarsfield may lose another talent this summer with Arsenal reportedly interested in their striker Maxi Romero.
